Lugging Bad While Towing

Folks,

I have a 2009 2500 with 55k and all the deletes in my signature, and overnight towed a 8.5 x 24 enclosed trailer from KS to WI. Not huge hills, but big enough to make the truck downshift. Usually I have no problem staying in 6th gear and running up the RPMs before the hill, never having to downshift. Boost looks normal at 20-30 while accelerating, no codes, never got above 1300 on the EGTs, but it lugged BAD while climbing the small inclines. If I kept the RPMs above 1650, I was able to make it up, while in the past, I could keep on trucking up the hills even at 1400 RPMs in 6th gear. I've pulled tractors, flatbeds, and this enclosed trailer maybe 20 times on the same route, and never had a problem before. The mileage dropped considerably, as I used to be at 12.5-13, down to 9.3 this trip around

Could this be a sign that the turbo is failing if I don't have the "umph" to make it up those hills anymore before downshifting? Maybe a bad tune? I'm using the .39 tune for the MM. It felt terrible and the drone was ridiculously loud once it began to lug. If anybody knows why I'm having this problem, it would be much appreciated! Thank you!
