having trouble spooling turbo...

i just put a htt 64/65/12 turbo and htt quickspool manifold on my truck and cant get over 20psi. i have 5x12 injectors, 180hp pump, #5 plate slide all the way foward and tst afc spring, stock dvs. egts are good till i hit that 20psi, then they run up to 1300deg preatty quick, thats where i pull out. ive checked for boost leaks and found none. the waist gate is spose to be set for 40psi.
could i just not have enough fuel to light it? or what do you guys think?
