Hello, I'm having some starting issues with my 2000 5.9.
I thought it might be the fuel filter so I changed that and still trouble starting. I noticed I could not hear the lift/transfer pump running. I unplugged it and attached a volt meter. When i would turn on the key the voltage would jump to 12.9 for a split second and fall to 8.90. Not enuff to run the pump. So I found another source of 12 volt power that is hot when the key is on. Now the pump runs. Any ideas why the voltage to the pump would drop like that ? Now I know the pump is working. Still trouble starting. So I turn on the key to get the pump running and backed off the inlet connection on the injector pump.. got lots of fuel there.. Still have problems starting.. Alot of cranking to get it running. So..I now wonder if the fuel cutoff if it even has one might be the problem. Perhaps it to suffers from the same low voltage as the transfer/lift pump?? Totally guessing here ..As why I'm posting this ..
So does this engine have a fuel cutoff?? is it something that is replaceable ??
I also had it throw a couple of codes today.. One about torque ?? and one about timing. Thought I should mention that.

I should also mention I was experiencing some semi dead pedal issues.. It would rev up ok.. But it was running at what seemed like less that half power. Then all of a sudden it would come back to full power.. I did the TPS reset a couple of times. was better after each reset. I ran some transmission fluid through it to see if that would clean up the lines and system.. The dead pedal pretty much went away after the 3rd quart.. then the starting issue began which is why I changed out the fuel filter and you know the rest ..
