HID lights don't come on with low beam from time to time.

I installed a HID lighting kit some time back from retro solutions. They are awsome but I have had a few times now that they did not come on. When I pull my dimmer and put them to high they come on and run. The only difference on high is that the bulb is repositioned so it is brighter.
After turning them on and off they will usually work but I fear this will get worse.

Anyone know why they are acting up like this?
