Help! Hard steering and soft brake pedal!

I have a issue with my hydroboost system but I cannot solve the problem. When the truck is at idle or slowing down to turn it is almost impossible to turn the wheel. I usually have to hold my foot on the brake and rev the motor just to get the power steering to work so I can turn the wheel. Also my brakes are very soft and the rears are not even working. If you hold the pedal and crack the bleeder they flow fluid out like they should its just like the dont have enough pressure to push the caliper. Now my brake and power steering fluids are full. There are no kinks in any line and no leaks. I have also read that the teflon in the hydro boost line can come loose but mine seem to be all in tact. The power steering resevior isn't foamy or burnt but when you push the brake and the gas pedal there is whining sound coming from the brake booster on the firewall.
