Clockspring?

A few weeks ago my airbag light came on, followed by my horn not working a few days later. A Friend told me it was most likely my clockspring. What do ya'll think? Also I tried my cruise control out for the first time a little bit before the horn/airbag issues and it didnt work.

and if it is the clockspring how much is this thing gunna run me and is it a manageable DIY project?
